Call it “payment for ecosystem services” or “market-based conservation”, water quality trading programs are adding another means to achieve clean water goals, through broad partnerships. Partnerships that often involve electric and water/wastewater utilities, farmers and other landowners, agencies, including regulators, conservation districts, and agricultural and environmental organizations.
